Error 3340 problem opening
the Quantum Project Manager
Microsoft released an update on 11/13/19 that caused
error 3340 when opening the Quantum Project Manager program. This only
affects users with version 17.1 or later who are using the Access 2013
runtime. The update that caused the problem is "Security Update for
Microsoft Office 2013 (KB4484119)".
There is an update (KB2965317) now available from Microsoft to fix this
problem that can be downloaded from here:
Just click the link above and follow the instructions to download and
install the fix.
DO NOT DO THE STEPS BELOW IF YOU ARE NOT
HAVING THIS PROBLEM OR IF INSTALLING THE UPDATE ABOVE RESOLVES THE PROBLEM.
Alternatively, the KB4484119 update that caused the problem can be removed to resolved the
problem by using the instructions below.
To remove the fix that
caused the problem:
Close out of the Quantum Project Manager program or an error messages.
2. Open the Windows Control Panel.
3. Click on Programs and Features,
then click “View Installed Updates”.
4. Go to the section titled “Microsoft
Access Runtime 2013” or “Microsoft Office 2013”
5. Find the entry for
“Security Update for Microsoft Office 2013 (KB4484119)” and click it
to highlight that entry.
6. Click on the Uninstall button at the top of the page to remove this
update (or right click the entry and click uninstall).
7. Open the Quantum Project
Manager program. It should open successfully now.
